If you want to see snow, the perfect time to visit is mid-January to the end of February. The holiday season and March are generally hit or miss for snow. Nevertheless, there are a ton of seasonal activities to enjoy.

Winter Weather in Quebec City
Be prepared for freezing temperatures, especially in February (our coldest month). Quebec City tends to be windy, which amplifies the frigid temperatures.
On a warm day, temperatures will range between -5°C (-23°F) and -10°C (14°F). On a cold day, they can fall to around -30°C (-22°F). The coldest temperature I've encountered in Quebec City was -37°C (-35°F).
But luckily, all you need to do is pack warm clothes and layer up. Bring sunglasses, too, as the winter glare from the snow can sometimes be extremely intense.

What I like about visiting Quebec City in spring is that you can experience the best of both worlds. We get more daylight, warmer weather, and there’s enough snow in early spring to partake in winter fun. If that wasn’t enough, nature is waking up again, which means flowers and trees are in full bloom.

I still suggest bringing warm clothes to Quebec City in spring. Although, you don’t have to bring as many layers as you’d pack for winter.
The closer you are to June, the less warm items you must pack. A good idea is to bring at least one item of each (sweater, t-shirt, shorts, pants, and light gloves) to prepare for every weather scenario.
